1. Stewardship, Independence & Openness
The XPlain system, including the Meta-Primer, core frameworks, and patent will be held in trust by an independent European-based oversight foundation. The foundation safeguards neutrality, safety, and long-term stability, especially in high-stakes contexts.
2. Board Composition & Standards of Conduct
Members invited to serve on the foundation’s board will be individuals of good standing, recognised integrity, and relevant professional competence.
All invitees must demonstrate a commitment to independence, ethical practice, and responsible stewardship of the methodology.
Membership will be transparent and governed by clear conflict-of-interest rules.
3. Open Contribution Model
All derivative primers, romers, tools, and artefacts created by individuals or organisations remain the property of their creators. They retain full ownership, authorship, and licensing rights.
4. Shared Commons for Topical Primers
Creators may publish primers and derivative frameworks openly on GitHub under a permissive licence. This ensures transparency, reproducibility, and community validation while preventing proprietary enclosure of the core method.
5. Core Assets (Meta-Primer) and Patent Remain Collective
The Meta-Primer itself is a shared asset held in trust by the foundation.
It cannot be privately owned or restricted.
Its role is to provide a stable, open interpretive framework for safe and meaningful AI reasoning.
6. Contributions, Revisions, and Versioning
Changes to the Meta-Primer, Hybrid Primer Protocol, and other foundational components will follow a formal governance process overseen by the foundation. All updates will be versioned, archived, and publicly accessible.
7. Protection Against Capture
The governance structure includes safeguards preventing political, commercial, or ideological capture. This includes transparent membership, COI rules, and published decision records.
